Turkiye launches Anti-Circumvention Investigation on imports of plywood originating from Malaysia

On 28 November 2023, the Government of Turkiye initiated an anti-circumvention investigation on plywood products under the Harmonized System Codes (HS Code) of 4412.10, 4412.31, 4412.33, 4412.34 and 4412.39, originating from Malaysia (“products”).
 
The investigation commenced following a petition filed by Akça Kontrplak Fabrikası San. ve Tic. A.Ş., Aydın Kontrplak Orman Ürünleri San. Nakl. İç ve Dış Tic. Ltd. Şti., Erapan Orman Ürünleri Ltd. Şti., Petek Kontrplak San. ve Tic. A.Ş., Dülger Ağaç San. A.Ş., Sağlamlar Orman Tarım Ürünleri Tic. San. A.Ş., and Epalsan Orman Ürünleri Nak. San. ve Tic. Ltd. Şti (“Petitioners”). 
 
The Petitioners alleged that imports of the products from Malaysia are being used to circumvent the existing anti-dumping measures against the People’s Republic of China. The purpose of the investigation is to rectify the ineffectiveness of the original anti-dumping measures.
 
The import data further showed that the import of the products from Malaysia was 318 MT (USD 261,000) in 2021 and 76 MT (USD 112,000) in 2022. Specifically, for the period of January to September of 2022 and 2023, the import of the products increased to 8,550 MT (USD 7 million). During the investigation period, the unit prices for imports of the products from Malaysia varied between USD0.82/kg to USD1.47/kg. While the total imports of the products into Turkiye increased by 2.6 times in terms of quantity during the investigation period, the products imported from Malaysia increased by approximately 113 times.Top of Form
 
Interested parties have 37 days to respond from the date of notification of the initiation of the investigation.
