A local authority is, as a general rule, required to carry out a valuation exercise and prepare a valuation list every 5 years before being able to impose rates on realties (holdings). Additionally, a holding which could have, but had not been listed in an existing valuation list, cannot be included in the list by way of a mere amendment.
