MyCC Seeks Feedback on Draft Final Report on the Digital Economy Ecosystem

Following its publication of the Interim Report on the Market Review of the Digital Economy Ecosystem on 4 March 2025, the Malaysia Competition Commission (“MyCC”) has now released the Draft Final Report under Section 11 of the Competition Act 2010. This Market Review seeks to assess the competitive landscape, market structure, and regulatory framework governing Malaysia’s digital economy.
 
The Draft Final Report covers five core areas identified as fundamental to Malaysia’s digital economy: 
  • Mobile Operating & Payment Systems
  • E-Commerce (Retail Marketplace)
  • Digital Advertising Services
  • Online Travel Agencies (OTAs)
  • Data Privacy & Protection (cross-cutting theme) 
Overview of the Draft Final Report
 
The report builds on consultation sessions held with industry participants on 19 August 2025 and with ministries and government agencies on 20 August 2025. The MyCC presented its findings on competition issues, structural challenges, and policy considerations, alongside preliminary recommendations aimed at strengthening Malaysia’s digital economy.
 
The Draft Final Report is presented in four volumes: 
Throughout the Report, data privacy and protection are addressed as a cross-cutting theme. General recommendations are also proposed, including establishing a central digital economy taskforce, consolidating competition oversight, and enhancing awareness of data protection.
 
Public Consultation
 
Before finalising its findings and publishing the Final Report, the MyCC is conducting a public consultation and invites stakeholders to share their views.
 
Stakeholders may submit comments on the preliminary recommendations between 26 August 2025 and 14 September 2025. Submissions can be made through the consultation portal on the MyCC’s website (www.mycc.gov.my) or emailed to ced-digitalmr@mycc.gov.my.
 
The Final Report is expected to be published in December 2025, incorporating stakeholder input to refine the MyCC’s recommendations and shape the future regulatory framework for Malaysia’s digital economy.
