On 30 September 2025, the Government of India initiated an anti-dumping duties investigation on imports of medical examination rubber gloves under subheadings 4015.12.00, 4015.11.00, 4015.19.00, 4015.90.30, and 4015.90.99 of the Harmonised System Code (“
subject merchandise”) originating from Malaysia and Thailand. The Petition was filed by Navco Industries Pvt. Ltd. and Wadi Surgical Pvt. Ltd.
According to India’s Ministry of Commerce and Industry, the relative dumping margin for imports of the subject merchandise from Malaysia and Thailand is not only above
de minimis level but also significant. There is also sufficient
prima facie evidence that the subject merchandise from Malaysia and Thailand are being dumped into India.
In connection with this anti-dumping duties investigation, the Department of Commerce will provide a set of questionnaires to interested parties, which shall be submitted to the Department within 30 days of receipt.
