On 10 October 2025, the Government of the Federative Republic of Brazil initiated an anti-dumping duties investigation on imports of high-carbon steel wires, high tensile strength, of circular cross-section, cold-worked by drawing, with smooth or indented surface, of low or normal relaxation, also known as prestressed concrete wire, low relaxation wire, or normal relaxation wire under subheadings 7217.10.19 and 7217.10.90 of the Harmonised System Code (“
subject merchandise”) originating from Egypt, Spain and Malaysia. The Petition was filed by Belgo Bekaert Ltda.
According to the Secretary of Foreign Trade of the Brazilian Ministry of Development, Industry, Trade and Services, the relative dumping margin for imports of the subject merchandise from Malaysia is currently calculated to be 25.3%, while the relative dumping margins for imports of the subject merchandise from Egypt and Spain range from 5.1% to 80.2%.
In connection with this anti-dumping duties investigation, the Department of Commercial Defence (“
DECOM”) will provide a set of questionnaires to interested parties, such as domestic producers and exporters of the subject merchandise from the targeted countries, which are due to be returned to DECOM by 16 November 2025 (extendable by an additional 30 days). All other interested parties who wish to participate in the anti-dumping duties investigation may register their participation no later than 30 October 2025.
