Administrative Reviews of Anti-Dumping Duties Investigation on Imports of Cold Rolled Stainless Steel in Coils, Sheets or Any Other Form

On 1 November 2024, the Government of Malaysia (“Government”) initiated two administrative reviews of anti-dumping duties on imports of cold rolled stainless steel in coils, sheets or any other form classified under the Harmonised System Code and ASEAN Harmonised Tariff Nomenclature 7219.31.00 00, 7219.32.00 00, 7219.33.00 00, 7219.34.00 00, 7219.35.00 00, 7220.20.10 00 and 7220.20.90 00 (“subject merchandise”), particularly with regard to the subject merchandise:
- with thickness between 0.3 millimetres to 6.5 millimetres and width more than 1,600 millimetres originating or exported from the People’s Republic of China, the Republic of Korea, Chinese Taipei and the Kingdom of Thailand1; and
- with the thickness of not more than 6.5 millimetres originating or exported from the Republic of Indonesia and the Socialist Republic of Viet Nam2.
Anti-dumping duties were imposed on the subject merchandise originating or exported from:
- the People’s Republic of China, the Republic of Korea, Chinese Taipei and the Kingdom of Thailand under the Notice of Affirmative Final Determination of Administrative Review of Anti-Dumping Duty gazetted on 25 July 20233; and
- the Republic of Indonesia and the Socialist Republic of Viet Nam under the Notice of Affirmative Final Determination of An Anti-Dumping Duty Investigation gazetted on 23 April 20214.
The grounds for the initiation of the above two administrative reviews are premised on:
- the petitioner, Bahru Stainless Sdn. Bhd., the sole local producer of cold rolled stainless steel, having ceased production on 30 June 2024; and
- the Government being satisfied that the information provides sufficient grounds to initiate the administrative reviews.
All interested parties may provide their views in writing in connection with the administrative reviews within 15 days from the date of publication of the statutory notifications relating to the said reviews.
