MITI to issue Non-Preferential Certificates of Origin for US-Bound Shipments

On 5 May 2025, the Ministry of Investment, Trade and Industry (“MITI”) announced that it will be the sole issuer of Non-Preferential Certificates of Origin (“NPCO”) for all exports to the United States (“US”) as from 6 May 2025.1
 
Henceforth, business councils, chambers, and associations will no longer be authorised to issue NPCOs for the US market.
 
The change in the application procedure seeks to address issues of possible transshipment from certain countries to the US and to uphold the integrity of international trade practices.
 
MITI will also enhance audits and investigations, in collaboration with the Royal Malaysian Customs Department, to ensure compliance and prevent any attempt to circumvent tariffs through wrong or false declarations.
 
Exporters are advised to take note of MITI’s announcement and ensure all future NPCO applications for US shipments are submitted directly to MITI.
