Covid-19: SOPs for hotel subsector

On 1 May 2020, the Prime Minister of Malaysia announced that all businesses except those which are set out in the List of Prohibited Activities are permitted to operate from 4 May 2020 (‘MCO Phase 4’) subject to strict compliance with the standard operating procedures (‘SOP’) established by the relevant regulatory authorities. The Ministry of Tourism, Arts and Culture had on the same day issued SOPs for the tourism and cultural sector which includes the arts and cultural subsector and hotel subsector (‘MOTAC SOPs’).
 
The MOTAC SOPs state that –
 
  • all businesses/ business activities under both subsectors except those which are set out in the List of Prohibited Activities are permitted to operate subject to the rules by the Ministry of Health Malaysia/ relevant local authority (as the case may be); and
  • businesses/ business activities under both subsectors which are located in areas under the enhanced movement control order are not permitted to operate.
The only activity relating to the hotel subsector which is included in the List of Prohibited Activities is the use of hotel facilities such as prayer room, gymnasium, spa, sauna, lounge, swimming pool, meeting room, seminar room, training room, restaurant and cafe (for buffet).
 
Although the MOTAC SOPS set out standard operating procedures for exhibition of goods/ artworks, libraries and hotel accommodation premises, this Alert will only provide a summary (in the English language) of the salient points of the MOTAC SOPs for the hotel subsector.
