Certificate and Conformity Label Required for Engine Oil

Effective from 7 April 2025, any person who supplies or offers to supply engine oil1 for a motor vehicle2 is required to apply for a certificate and conformity label, as stipulated in the Trade Descriptions (Certification and Marking of Engine Oil for Motor Vehicle) Order 20243 (“Order”).
 
The application must be submitted to SIRIM QAS International Sdn. Bhd. (SIRIM) which will certify that the engine oil meets the required standard4 and issue the conformity label5 as specified in the Order. Upon receiving the certification and conformity label, the label must be affixed at a conspicuous position on the top of the container lid of the engine oil6.
 
Failure to adhere to the provisions of the Order is an offence and upon conviction, shall be liable to the following: 
  • For a body corporate: a fine not exceeding RM200,000, and for a second or subsequent offence, a fine not exceeding RM500,000; and 
  • For a non-body corporate: a  fine not exceeding RM100,000, or imprisonment for a term not exceeding three years, or both, and for a second or subsequent offence, a fine not exceeding RM250,000, or imprisonment for a term not exceeding five years, or both.

1 Engine oil, as defined in paragraph 2 of the Order, means the oil used for lubrication of internal combustion engines, except for engine oil for motor that is used for test sampling, under paragraph 7 of the Order.
2 Motor vehicle, as defined in section 2 of the Road Transport Act 1987, means a vehicle of any description, propelled by means of mechanism contained within itself and constructed or adapted so as to be capable of being used on roads, and includes a trailer.
