Covid-19: Recovery Movement Control Order to replace Conditional Movement Control Order

On 7 June 2020, the Prime Minister of Malaysia announced that the Conditional Movement Control Order (‘CMCO’) which expires on 9 June 2020 will be replaced by the Recovery Movement Control Order (‘RMCO’) from 10 June 2020 to 31 August 2020.
 
The Prime Minister highlighted that the RMCO would be based on seven strategies, namely fortifying healthcare, law and enforcement, strengthening border control, fully reopening the economic sector, inculcating new norm culture, empowering community responsibility and protecting the high-risk group.
 
During the RMCO, all activities will be allowed subject to strict compliance with the prescribed standard operating procedures by the relevant authorities except for those which are set out in the List of Prohibited Activities[1].
 
The activities that were prohibited during the CMCO but that will be allowed under the RMCO include–
 
  • Interstate travel (except to areas under enhanced movement control order)
  • Home quarantine for returnees
  • Domestic tourism
  • Meetings and workshops
  • Recreational fishing (including commercial fishing ponds)
  • Barbers, hair salons and beauty parlours
  • Self-service laundrettes
  • Open air, night and morning markets and food trucks
  • Museum visits
  • Cycling
  • Motorcycle convoy
Activities that remain prohibited under the RMCO include –
 
  • Overseas travel
  • Pubs, nightclubs, karaoke centres, entertainment outlets and theme parks
  • Reflexology centres
  • Religious gatherings, feasts and open houses involving large crowds
  • Spectator sports
  • Public swimming pools
  • Close contact sports
  • Large religious processions
In the course of return to normalcy, activities that are presently included in the List of Prohibited Activities will be permitted subject to compliance with standard operating procedures.
 
The Prime Minister added that the relaxation of existing restrictions to enable more people to attend places of worship are being finalised and will be announced shortly.
 
It was also announced that schools will be reopened in stages during the RMCO, with further announcements to be made.
