Administrative Review Investigation of Anti-Dumping Duties on Imports of Flat Rolled Product of Non-Alloy Steel Plated or Coated with Aluminium and Zinc from Vietnam

On 29 December 2022, the Government of Malaysia (“Government”) initiated an administrative review investigation under the Countervailing and Anti-Dumping Duties Act 1993 and the Countervailing and Anti-Dumping Regulations 1994  in respect of anti-dumping duties imposed on imports of flat rolled product of non-alloy steel plated or coated with aluminum and zinc (“subject merchandise”) exported from Tan Phuoc Khanh Trading & Manufacturing Coil Steel JSC (“Vietnamese Exporter”) from the Socialist Republic of Vietnam (“Vietnam”). The administrative review investigation in respect of the subject merchandise was initiated by a request filed by the Vietnamese Exporter itself.
 
According to the Notice of Initiation issued by the Minister of International Trade and Industry, the request for the administrative review investigation is based on the grounds that there is a substantial change in the dumping margin for imports of the subject merchandise by the Vietnamese Exporter. The Government has determined that the request and the information obtained carries sufficient grounds to initiate an administrative review investigation.
 
In connection with this administrative review investigation, the Ministry of International Trade and Industry (“MITI”) will provide a set of questionnaires to interested parties, such as domestic producers, foreign exporters/ producers of the subject merchandise from Vietnam, importers and the Government of Vietnam.
 
Interested parties who wish to participate in the administrative review investigation may contact MITI in writing to request the questionnaires no later than 13 January 2023. Interested parties may provide their views in writing, questionnaire responses and additional supporting evidence to MITI by 28 January 2023.
