The Digital Minister, Mr Gobind Singh Deo said on 24 November 2025 that the drafting of Malaysia’s first AI Governance Bill is nearly complete
1. This Bill is drafted as a sweeping legislation which seeks to address artificial intelligence (AI) risks comprehensively
2, and forms part of a larger AI legislative framework which is to be presented to the Cabinet in June 2026

The Minister stated the Bill is being developed through the National Artificial Intelligence Office (NAIO), and will be a risk-based model covering areas such as AI-related harm, incident reporting and ethical principles. This Bill is intended to address risks in a holistic manner and to establish responsible use of AI nationwide.
Mr Gobind Singh added that this initiative is part of the Government’s efforts to strengthen existing laws which will include amendments to the Personal Data Protection Act 2010, the implementation of the Cyber Security Act 2024
4 and Online Safety Act 2025, updating the Evidence Act 1950 and Contracts Act 1950 as well as the introduction of a Cybercrime Bill to replace the Computer Crimes Act 1997. The Digital Minister said the aim of this comprehensive approach is to ensure a safe AI ecosystem which promotes innovation whilst safeguarding against the risk of misuse, aligned with International best practices
