Amendments to Requirements relating to Individual Licences under the Communications and Multimedia (Licensing) Regulations 2000

On 15 April 2025, the Communications and Multimedia (Licensing) (Amendment) Regulations 2025 [P.U.(A) 118/2025] came into force, amending the Communications and Multimedia (Licensing) Regulations 2000 (“Licensing Regulations”).
 
The salient changes are as follows: 
  1. Previously, individual licences issued under the Communications and Multimedia Act 1998 were valid for ten years from the date of grant. Following the amendment, they can be valid for five to ten years, and applicants can specify the requested licence period in the new application form. 

  2. Upon approval of an individual licence application, applicants must pay in advance the annual licence fee of RM100,000 multiplied by the number of years the licence has been approved for. For example, the licensee must pay RM600,000 upon approval of the licence application for a six-year individual licence. 
    This payment is non-refundable unless the licence is surrendered by the licensee. 

  3. The application form for an individual licence (Form A), as set out in the Third Schedule of the Licensing Regulations, now includes a field for applicants to specify the requested licence period.
