On 25 April 2023, a petition for anti-dumping duties (“
Petition”) was filed before the United States (“
US”) Department of Commerce and the US International Trade Commission to initiate anti-dumping duties investigations on certain boltless steel shelving allegedly dumped from Malaysia, India, Taiwan, Thailand and Vietnam. The Petition was filed by Edsal Manufacturing Co., Inc. (“
Petitioner”), the largest producer of boltless steel shelving in the US.
The Petitioner has alleged that boltless steel shelving imported from Malaysia, India, Taiwan, Thailand and Vietnam are being, or are likely to be, sold at less than fair value in the US. The Petitioner further alleged that these imports, which have cumulatively surged by 68.5% from 2020 to 2022, are causing, or threatening to cause, material injury to the US boltless steel shelving industry.
Malaysia has a thriving boltless steel shelving manufacturing industry, with the US market being one of the top destinations for such exports where the Malaysia-US export market for boltless steel shelving is estimated to be valued at over USD100 million. In 2022, Malaysia was the 3
rd largest exporter of boltless steel shelving to the US behind China and Taiwan, based on the data provided by the Petitioner.
The Petitioner is seeking for the US Department of Commerce to impose anti-dumping duties ranging from 41.29% to 232.94% on imports of boltless steel shelving from Malaysia, and anti-dumping duties ranging from 85.24% to 217.66% in respect of imports from India, Taiwan, Thailand and Vietnam.
